To begin with, evaluation is an important component of any program. This is to mean that for any program to work there should be some kind of evaluation that should be performed in order to ensure that the program meets its goals. So to speak, the Consultation and Education Department of the Greenby Community Mental Health Center is not an exceptional as it is an important part of the health centre. In this regard, it has been exposed in the case that the department has not been taken with a lot of seriousness or with care. Despite the fact that it is an important part, it has been taken as an additional part that needs no much concentration as it can be noted from the remarks made by the executive Henry.
The executive Henry complains of the Consultation and Education Department being as a luxury that cannot be catered for as many other things are needed as compared to it. This is to mean that, Consultation and Education Department has not been seen in terms of its benefits and contribution to the Greenby Community Mental Health Center. Nonetheless, according to the director Andy, the Consultation and Education Department are of great importance as it is a program that is supportive of other programs. Equally, the design of the program, the professional standards and customer expectations are assessed.
Therefore, since the Consultation and Education Department of the Greenby Community Mental Health Center has not been active, much needs to be done in terms of assessing the activities of the program. According to the rules and regulations of the program, there has been an under performance of the program (Lewis & Packard, 2001). The best process evaluation measure for this is to measure up the performance of the program by means of interviews. This comprises of the structured interviews along with clinical examinations in Consultation and Education Department of the Greenby Community Mental Health Center. As a consequence, interviews will reveal the performance of the program, the challenges faced in implementation process and the way out. As such, the interviews as a process evaluation measure will expose the deficit of the program and the best way of overcoming this. Accordingly, interviews will make provision to suggest ways of improving on the program by exposing its importance and the best way of implementing it. It seems that the importance of Consultation and Education Department of the Greenby Community Mental Health Center is not well understood; in order to bring out the meaning and its essence, interviews can be of great importance. Also, it is essential to measure up the performance of the program in terms of the activities that are performed as a result of the program and to see if the program activities have been in a position to meet the goals intended(Rossi, Lipsey & Freeman, 2004). At the same time, there are issues as well as the challenges that arise in evaluating Greenby Community Mental Health Center. This is for the reason that the Consultation and Education Department has been neglected and its activities have been diminished.
The Executive who should be in a position to oversee the implementation of the program does not even realize the importance of the program and the benefits it carries. Moreover, the board of directors of Greenby Community Mental Health Center is not professionals who can see the importance of the Consultation and Education Department (Lewis & Packard, 2001). Thus, implementing it may be a challenge. Along with this, there is the challenge of the funding of the program. Having been pointed out as a place where the need of the program has not yet been absorbed by majority in the health care, it may be very hard for the Greenby Community Mental Health Center to support the establishment of the program. In this case, the support of the staff and the whole health care community would make the establishment of the program successful. In line with this, an evaluation may be helpful to the Consultation and Education Department director’s situation, since it would bring out the importance of the program and the associated effects of its being neglected. This would make a provision for improvement of the program and the understanding of it as being a program that helps to operate other programs as it teaches the prevention services, the problems that people have and hence helping them to seek for mental care (Lewis & Packard, 2001). Additionally, evaluation would bring program to the attention of the board of directors who can help making room for the implementation.
